Electronics Localization under Decree #719: Preparing the GISP Route
For legal entities: we review the current category-specific requirements, manufacturing route, and documents; where needed, we plan a pilot and evidence package, account for Russian Chamber of Commerce and Industry expertise, and prepare for filing through GISP.
- Decree #719
- GISP
- 44-FZ / 223-FZ
This is a preliminary route assessment. It does not guarantee points or a registry entry without the specific product documents and a review of the current category requirements.
Benefits
Why localize for Russian procurement
Access to government procurement (44-FZ, 223-FZ) – market over $110 billion
Cut logistics costs by 30–50%
Eligible for R&D subsidies up to 50%
One B2B route from requirements audit to pilot evidence and GISP filing
Services
What we deliver
Electronics contract manufacturing
SMT/THT assembly, sourcing, test planning, and pilot-to-series manufacturing for legal-entity B2B projects.
Metalworking turnkey
Metal enclosures, chassis, stamped parts, welding, and design refinement where enclosure points are critical to Decree #719 scoring.
Preparation for filing through GISP
We prepare the evidence package and support the GISP application workflow. A Russian Chamber of Commerce and Industry (CCI) expert act or certificate is included where the applicable rules require it.
Process
How we work
- 1
You send the specification, current design documentation, and procurement target for the product.
- 2
We perform a preliminary audit of the current Decree #719 requirements for the product category and identify manufacturing or evidence gaps.
- 3
Where needed, we refine the design and manufacturing route and plan a pilot batch with traceable evidence.
- 4
For the applicable route, we prepare materials for Russian Chamber of Commerce and Industry (CCI) expertise and an expert act or certificate where required.
- 5
The applicant files through GISP; a Russian industrial products registry entry is formed after the prescribed review when the applicable requirements are met.
Typical scenario
CCTV localization for a Moscow metro procurement
“An anonymized illustrative scenario: a Chinese CCTV manufacturer assessing a Moscow metro procurement has an enclosure scoring gap. The planning example uses a stamped-enclosure redesign, an illustrative 3 months for preparation, and a procurement scope of about $1M. These figures are context only: the scenario does not claim or guarantee a registry entry, certificate, or tender win. The actual route remains subject to current category requirements, CCI expertise where applicable, and filing through GISP.”

Questions
FAQ
Is this service for end consumers or for companies?+
For legal entities only: OEMs, equipment manufacturers, and foreign vendors entering Russian B2B procurement. The workflow is built around technical documentation, pilot batches, and contract manufacturing.
What documents are required for registration?+
Initially: specification, design documentation, manufacturing route details; a sample may be requested. The exact package is confirmed after an engineering audit against Decree #719 scoring.
How long does localization take?+
Timing depends on the product category, current requirements, completeness of evidence, CCI expertise, and corrections. A schedule can be estimated only after reviewing the product documents and the applicable Decree #719 rules.
Can we use our own enclosure drawings?+
Yes. We revise the design as needed (including for stamping, fastening, and thermal performance) to meet scoring and manufacturability requirements.
Do you accept CNY payments?+
We work with legal entities. Payment currency, VAT, and contract milestones are agreed on a per-project basis in line with applicable regulations.
